WITH the threat of coronavirus disease (COVID-19) down to a minimum, the Department of Migrant Workers (DMW) is bringing back the face-to-face Continuing Agency Education Program (CAEP) seminars.
Based on Department Circular No. 01-2024, the DMW said it is no longer necessary to limit the CEAP seminars to online mode with the state of public health emergency having officially ended back on May 11, 2023.
“Considering consultations with industry representatives and a review of the existing mode of delivery of CAEP, there is a need to revert to face-to-face mode of conduct of CAEP seminar to fully achieve the objectives of the program,” said DMW.
The department said face-to-face CEAP attendance is mandatory for all directors and officers of licensed recruitment agencies.
“All directors and officers of licensed recruitment agencies are required to attend the CAEP Seminar every three years,” it said.
The virtual component of CEAP seminars, though, will not be totally removed.
“Online CAEP is still required for non-managerial staff,” said DMW.
In July 2020, the DMW shifted the conduct of CAEP seminars through a webinar mode due to the COVID-19 pandemic.
The CEAP is a mandatory seminar for land-based and sea-based agencies that aims to further professionalize and improve the technical capabilities of their top executives and staff members.
It also seeks to promote ethical standards among industry players to better manage and operate the agency and ensure the deployment of secured and gainfully employed workers.
The CAEP is also a venue for regular dialogues and updates on overseas employment, among others.
Attending CEAP seminars is one of the requirements for upgrading licenses from provisional to full license; renewal of licenses; and request for acknowledgment of new directors and officers.
