THE Department of Interior and Local Government is conducting an investigation against a barangay chairman from Dasmarinas City, Cavite who was recently caught on a Zoom meeting having sex with the barangay secretary who is not his wife.
DILG Undersecretary and spokesman Jonathan Malaya said the department finds the report “appalling and disturbing” because it goes public morals and the Code of Conduct and Ethical Standards of Public Officials and Employees.
“If true, this is unbecoming of an elected government official,” said Malaya, referring to the actuation of Jesus Estil, the chairman of Barangay Fatima Dos in Dasmarinas City.
“We assure we’re going to investigate this incident and we will hold the barangay captain accountable and impose corresponding punishment under the law for his demeanor,” he said.
Estil and the barangay treasurer were caught having sex during a Zoom meeting with other barangay officials to discuss the barangay’s plans in preventing the further spread of the coronavirus disease. The video was later spread on social media.
Malaya said the DILG, led Secretary Eduardo Año, “does not condone nor tolerate such obscene behavior of any local government official who is expected to conduct himself in a manner befitting his public office.”
Malaya said the DILG investigating team had been given instruction to submit the results of the probe against Estil and his partner as soon as possible so charges can be referred to the Office of Ombudsman and Dasmarinas City council, if warranted.
