Belle, Melco Foundation provide P100 M for 80 new classrooms
Belle Corp. has facilitated the donation of P100 million by the Melco Resorts (Philippines) Foundation Corp. (Melco Foundation) to the Province of South Cotabato and the Department of Education South Cotabato, for the construction of classroom buildings in 40 public schools throughout the province.
Belle initiated the donation to address the critical shortage of classrooms in the province, with 40 public schools set to benefit from the initiative.

“We at Belle, and the entire SM Group, firmly believe that education is key to lifting marginalized families out of poverty. Although South Cotabato is geographically distant from our main communities in Metro Manila and Luzon the need for classrooms and educational infrastructure in South Central Mindanao, particularly in areas inhabited by the Blaan and T’boli indigenous communities, is pressing,” said Armin Antonio Raquel Santos, Belle president and chief executive officer.
“Our collaboration with the Melco Foundation to fund these 80 new classrooms–capable of accommodating up to 4,000 students–is a vital step towards addressing this gap. We believe these new facilities will greatly support the educational journey of students and contribute to the overall betterment of their families and communities,” Raquel Santos added.
The classroom buildings are being constructed in public schools located in the Provincial Capital of Koronadal City and key localities of South Cotabato including the municipalities of Polomolok, Tampakan, and, Tupi. Each building will house two classrooms, accommodating up to 100 students in total.
Eight of the classroom buildings have completed construction in public schools at Koronadal City, Tampakan, Tupi, and Banga in time to start the school year. The first school building to finish construction was the Tupi Central Elementary School -currently being used by over 40 grade three pupils. The rest of the school buildings are in advanced stages of construction and are expected to open within the current school year.
Malayan Insurance appointments
Malayan Insurance Co. Inc. (MICO) has announced the appointment of Eden Tesoro as its new chief operations officer (COO).
Adelo Abeleda–previously head of Underwriting Cluster 1–succeeded Tesoro as the chief underwriting officer (CUO). Both appointments are effective from last July 1.

Prior to this assignment, Tesoro served as senior vice president and CUO. Abeleda spent 11 years fulfilling various key roles in MICO. His previous posts as chief underwriting officer, cluster head of Property, Engineering, Risk Services and Policy Issuance Departments, and senior assistant vice president.
These strategic appointments are part of MICO’s plan to enhance its leadership in the non-life insurance industry for almost 95 years, and leverage its legacy of trust and reliability as a member of the Yuchengco Group of Companies.
EastWest celebrates DepEd’s National Teacher’s Day
The event took place at the Smart Araneta Coliseum in Quezon City last October 3. The event is the culmination of the DepEd’s month-long campaign to honor the contributions of educators across the nation. With around 10,000 teachers and educational stakeholders in attendance, the day featured a variety of activities, including Zumba, heartfelt tributes to teachers, raffle prizes, and lively entertainment.

Maynilad donates 85 drinking fountains
Maynilad installed an initial 33 drinking fountains in public schools across Quezon City, with an additional 44 units scheduled for installation in the succeeding months. The donation also includes several drinking fountains for the Caloocan, Valenzuela, and Las Piñas LGUs.
West Zone concessionaire Maynilad Water Services Inc.continues its commitment to promoting public health and sanitation with the donation of 85 refrigerated drinking fountain units to various local government units (LGUs) and schools across its concession area this year.
“Providing ready access to clean drinking water is a vital step toward improving public health. It will also help to reduce single-use plastics, as people can just refill reusable containers with water from these drinking fountains,” said Maynilad head of Corporate Affairs and Communication Marie Antonette De Ocampo.
Similar initiatives include Maynilad’s installation of rainwater harvesting facilities, donation of garbage boats and fire trailers, as well as the distribution of bidets through the “Oplan Balik Eskwela” program.
Consultancy secures double victory
Public relations and public affairs consultancy ALPAS earned two prestigious wins at the Gold Standard Awards in Singapore on October 9.

On October 11 First Secretary of the Embassy of Japan Akasaka Hidenori attended the signing ceremony for the extension of the memorandum of cooperation between Japan and the Philippines for the Tier 1 programme under the framework of the ASEAN Plus Three Emergency Rice Reserve (APTERR). The MOC has been extended for three years from October 2024 to 2027 to establish rice stock and provide the agreed amount of rice in times of large-scale natural disasters.
The extension of the MOC was signed by Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) Director Hirano Kenichi and National Food Authority (NFA) Administrator Larry Lacson. APTERR general manager Choomjet Karnjanakesorn also witnessed the event.
After the signing ceremony, the program’s stakeholders exchanged opinions and visited the NFA-owned Warehouse. They expressed their expectation that the stockpiled rice from Japan will be delivered in a timely manner to the region in need of assistance based on the extended memorandum.
Japan is an important contributor to APTERR. Underscoring the importance of its relationship with the Philippines, Japan has always been ready to lend a helping hand during trying times, including disasters and natural calamities. Recently, several hundred tons of stockpiled rice from Japan under APTERR were distributed to thousands of Filipino victims affected by disasters such as Typhoon Odette in 2022, and the Mt. Mayon eruption in 2023. In 2023, Japan also donated 20 metric tons of rice to an elementary school in Pateros City, aiming to contribute to the nutritional well-being of the students and empower them to pursue their education with improved health.

The Social Security System (SSS) has announced the appointment of Commissioner Robert Joseph De Claro as its new officer-in-charge, effective October 11, following the resignation of Rolando Macasaet earlier this month.

De Claro has served on the SSC since Jan. 11, 2023 representing the employers’ group.

Poll aspirants flock to Comelec to beat filing deadline

BIG names led the list of filers of certificates of candidacy (COCs) yesterday, the eve of the last day of the filing period.
First in the list is former President Rodrigo Duterte, who filed his COC for mayor of Davao City, alongside his son, incumbent city Mayor Sebastian “Baste” Duterte, who will take the back seat as his father’s vice mayor.
The 73-year-old Duterte had hinted on Saturday that he would join his hometown’s mayoralty race if this was the sentiment of Davaoeños.
Davao City Rep. Paolo Duterte also filed his COC for re-election through his lawyer, Elijah Pepito.
In his Facebook page, Rep. Duterte thanked Davaoeños for their support. “I owe this to them, and I will never forget it,” the lawmaker, who is the eldest son of the former Duterte, said in Bisaya.
Aside from the Dutertes, Rep. Sandro Marcos also filed his COC for re-election as representative of Ilocos Norte’s first district.
The presidential son was accompanied by his parents, President Marcos Jr. and First Lady Louise “Lisa” Araneta-Marcos, and Gov. Matthew Manotoc.
For the senatorial race, among the more prominent names who filed their COCs were
Sen. Bong Revilla, former senators Manny Pacquiao, Bam Aquino and Gringo Honasan, former Marine officer Ariel Querubin, former Ilocos Sur governor Chavit Singson, Interior Secretary Benhur Abalos, former national security adviser Noberto Gonzales, and former defense secretary Delfin Lorenzana.
In the party-list contest, among the celebrities who filed their Certificates of Nomination and Acceptance (CONAs) were actress Nora Aunor, who is the second nominee of the People’s Champ Guardians party-list; Jose Manuel “Chel” Diokno for the Akbayan group, former health undersecretary Dr. Eric Tayag for the Heal PH group, and re-electionists Rep. Zaldy Co of Ako Bicol and Rep. Bernadette Herrera of Bagong Henerasyon.
Data provided by the Comelec showed 49 filed their COCs for senator and 50 party-list organizations filed their CONAs yesterday at the Tent City of the Manila Hotel.
There are now 127 senatorial aspirants and 137 participating party-list groups, with just a day left in the COC and CONA filing period for the May 2025 national and local polls.

Pacquiao, from being critical of the Marcos family in 2022, yesterday staunchly defended the President from allegations of corruption.
Speaking to the media after filing his COC, Pacquiao said he cannot understand why many see the Marcos Sr administration as being corrupt.
“Why do we blame the Marcos family for corruption? Isn’t the country number one in economy during the Marcos era? Is there a corrupt country that is number one in the economy?” said Pacquiao, who is part of the administration’s Alyansa para sa Bagong Pilipinas senatorial slate.
On the other hand, Aquino, who served as the campaign manager of the 2022 presidential bid of former vice president Leni Robredo, is also looking to make a Senate comeback.
Speaking to reporters, Aquino said he believes that they have a good chance at the Katipunan ng Nagkakaisang Pilipino (KNP) to win in the coming race as seen in the last elections.
“We are not just a handful. There are many who want to run, want to serve the people with their whole heart and soul,” he said, adding: “Lest we forget that just a few years back, we were able to fill Metro Manila, Cebu, Davao, Pampanga, Baguio with supporters. We filled them all. There are many of us.”
Honasan and Querubin, both former soldiers, are also looking to book Senate seats.
Honasan said he wants to complete his “unfinished business” in wanting to have another term as a senator after serving from 1995 to 2004 and from 2007 to 2019.
“I want to go back to continue my unfinished business… land use, national security, freedom of information, national and food security,” said Honasan.
For his part, Querubin said he is making another Senate bid with a goal to push for the protection of the Philippine territory. He ran but failed in the 2010 senatorial race.
“We can no longer take it sitting down and watch helplessly as we are repeatedly bullied in the West Philippine Sea. We should fight and protect it (our territory). We should protect it for our security and our future,” said Querubin.
Honasan said he is running under the Reform PH Party, while Querubin said he is under the Nacionalista Party (NP).
Singson, on the other hand, said that in seeking a Senate seat, he would like to push for two projects, transportation and financial inclusion. He said he would pursue the two programs even if loses in the coming elections.
“(But) It will be easier if I am in the Senate,” said Singson.
He said he plans to modernize the country’s transport industry by investing billions of pesos to manufacture thousands of electric jeepneys and distribute them to drivers throughout the country.
The former Ilocos Sur governor also said he will introduce the “Banko ng Masa” to address the financial exclusion of millions of Filipinos.
“Once in office, every single Filipino aged 18 and above, regardless of region, gender, religion or socioeconomic demographic, will be given a bank account and debit card,” said Singson.
‘COHESIVE DILG’
After filing his COC, Abalos said he is now deemed as having resigned from his post as secretary of the Department of Interior and Local Government (DILG).
He said he does not have any regrets about leaving his Cabinet post as he was able to make the department a very cohesive unit that administers all local governments and the Philippine National Police (PNP).
“What is important to me is the story has a good ending… I will leave the Department as a very cohesive unit… with high morale,” he said.
Abalos is running for the Senate under the administration coalition’s ticket.
In a post on his Facebook page, Abalos bid farewell to the officials and employees of the DILG.
“Salamat (Thank You), DILG Family!” Abalos said. “Signing off as Secretary of the Interior and Local Government,” he added.
In a separate Facebook post, Abalos said he will sustain the fight against crimes, including illegal drugs.
During his tenure as DILG chief, over 93,000 anti-drug operations were conducted, leading to the arrest of some 117,000 suspects, including more than 11,000 high-value targets.

In filing her CONA, Aunor, who was born Nora Cabaltera Villamayor, said she wanted to help Filipinos, particularly her colleagues in the entertainment industry.
The party-list filed its certificate of nomination on Friday but only appeared before the media on Monday.
In 2021, Aunor also attempted to run as nominee of NORAA (National Organization for Responsive Advocacies for the Arts) party-list.
Last Friday, the 1-Rider party-list filed its CONA at the Manila Hotel. The party currently holds two seats with its first nominee Reps. Ramon Rodrigo Gutierrez and Bonifacio Bosita, who also filed his COC for senator yesterday.
1 Rider Partylist is one of the principal authors of the Motorcycle Taxi Bill passed on third reading in the lower house awaiting Senate action.
They are seeking reelection to continue their fight for several landmark legislations, including “Aftermarket Retail Protection Act,” “National Traffic Centralization Act,” “Fair Traffic Apprehension Act” and other inquiry in aid of legislation.
LOCAL RACE
La Union Rep. Francisco Paolo Ortega filed his COC, seeking a second term as representative of the first district.
Ortega, one of the leaders of “Young Guns,” officially filed his COC at the Comelec provincial office in La Union, vowing to continue with his campaign advocacy, which includes “fighting for greater allocations in public works infrastructure, education and social services.”
“Ang aking hangarin ay hindi lamang para sa patuloy na pag-unlad ng ating distrito, kundi para na rin sa pag-angat ng ating bansa (My intentions are not only for the progress of pur district but of the whole country,” Ortega said.
Former Pangasinan Rep. Gina de Venecia, wife of former House Speaker Jose de Venecia Jr., is also seeking a fresh mandate as the fourth district representative of her province.
Incumbent Pangasinan 4th District Rep. Christopher de Venecia filed her mother’s certificate of candidacy.
Graduating Sen. Cynthia Villar also filed her COC for representative of the first district of Las Piñas City.
Basilan Rep. Mujiv Hataman, a member of the opposition Liberal Party (LP) filed his COC, seeking the gubenatorial post of the province.
He was joined by his running mate, vice gubernatorial candidate Alzad Sattar, a well-respected scholar and religious leader in the province, and Maluso Mayor Hanie Bud, whom Hataman endorses to succeed him as Basilan representative.
In Marikina City, Maan Teodoro filed her COC for mayor, vowing to further enhance Marikina City through digitalization and improved ease of doing business.
“Magtatrabaho tayo para mapaganda at mapalawak pa ang nasimulan ni Mayor Marcy. Una na rito ang sapat na pondo at suporta para sa ating small and medium enterprises (We will work to make Marikina city more beautiful and developed, we will continue what Mayor Marcy started. We will make sure that we have enough funds and support for small and medium enterprises),” Teodoro said.
Team Marikina City will also field incumbent Mayor Marcy Teodoro and Donn Carlo Favis as representatives for Districts 1 and 2, respectively.
In District 1, the party’s candidates for Councilor include Kate de Guzman, Cloyd Casimiro, Jojo Banzon, Pat Sicat, Rossette Sarmiento, Adams Bernardino, Hazel Golangco, and Ginny Santos Pioquinto.
Pasay mayor Emi Calixto also filed her COC for a third term as city mayor, while Taguig City Mayor Lani Cayetano also filed her re–election bid.

Globe wins Best Network Reliability Solution at 5G Core Awards
Glob has been recognized for having the Best Network Reliability Solution at the 5G Core Summit Awards, hosted by leading tech market insight firm Informa Tech.
The award recognizes the mobile operator that “has achieved exceptional stability and reliability in its network infrastructure” and “demonstrates excellence in maintaining high performance across diverse regions, understanding and meeting user expectations, and minimizing downtime,” according to the awards website.

PET bottle collection and recycling efforts
Coca-Cola Beverages Philippines, Inc. (CCBPI) has signed a Memorandum of Agreement to formalize its partnership with the City of Naga and its community partners. As part of this collaboration, CCBPI provided a baling machine to support the city’s PET bottle collection and recycling initiatives.

The partnership underscores the shared commitment of Coca-Cola, the local government, and partner communities to fostering a collective effort toward creating a circular economy for recyclable plastic packaging in Naga. Central to the effort is the CamSur Multipurpose Cooperative, which leverages its network of over 7,000 members to execute the collection initiatives for post-consumer clear PET plastic bottles within the city. The Regional Agricultural and Fishery Council Region 5 will help oversee the project implementation to ensure that the collection efforts are seamlessly integrated into the community’s needs.
The goal is to ensure that all collected clear PET plastic bottles, regardless of brand, are diverted to PETValue Philippines, the country’s first facility dedicated to bottle-to-bottle recycling. PETValue employs advanced technologies to transform fully recyclable post-consumer plastic packaging into new food-grade recycled PET (rPET) bottles. This facility is a joint venture between CCBPI and Indorama Ventures, a global sustainable chemical company.
Jollibee Group given two ESG Business Awards
The Farmer Entrepreneurship Program (FEP), a joint initiative by Jollibee Group and the Jollibee Group Foundation Inc. (JGF), received two awards at the ESGBusiness Awards 2024 for its impactful contributions to the livelihoods of smallholder farmers in the Philippines.
FEP won the ‘Entrepreneurship Development Program Award,’ recognizing its commitment to supporting aspiring entrepreneurs and cultivating an entrepreneurial ecosystem. It also secured the ‘Social Welfare Award’ forensuring the well-being and basic needs of vulnerable populations, protecting them against risks and hardships, and promoting social and economic stability.
This marks the first time the Jollibee Group Foundation (JGF) has been recognized by ESGBusiness, underscoring its dedication to sustainability and fostering equitable futures.
FEP is an agro-entrepreneurial and leadership program that aims to educate smallholder farmers on innovative farming technologies and entrepreneurship so they can adopt sustainable farming methods, increase their productivity, and gain higher incomes.
To date, FEP has accredited 30 farmer groups, comprising 1,400 farmers. Collectively, these farmers have supplied 11 million kilos of fresh vegetables to Jollibee, generating sales of P500 million.
PLDT, Smart, DTI strengthen collaboration
PLDT Inc. and its wireless unit Smart Communications Inc. bolster collaboration with the Department of Trade and Industry (DTI), accelerating the digital transformation of micro-, small-, and medium-sized enterprises (MSMEs) across the Philippines.
To date, over 30,000 small businesses and cooperatives across the country have been trained on technology-based solutions through the PLDT Group’s capacity-building programs, helping drive business growth and resilience.

In celebration of MSME month in July, the PLDT Group’s corporate business arm, PLDT Enterprise, in collaboration with the United States Agency for International Development (USAID), launched MSME Day, a nationwide roadshow designed to help business owners embrace digitalization.
Earlier this year, PLDT, Smart, and Maya Philippines announced their collaboration with DTI to support the Tindahan Mo, e-Level Up Mo Sari-Sari Store Advancement Program, which provides free webinars to over a million mom-and-pop store owners. Landers partners with Paywatch
Landers Superstore has partnered with Paywatch to enhance its employee benefits program by introducing Earned Wage Access (EWA) as a key offering.
This partnership makes Landers the first supermarket in the country to implement EWA, also known as on-demand pay.
Landers launched the EWA) program at its Central Office, Otis, and Alabang branches during the pilot phase.
The EWA program gives employees access to a portion of their wages before payday, providing greater financial flexibility to manage daily expenses and emergencies, while reducing reliance on short-term loans.

Pru Life UK expansion
Pru Life UK inaugurated seven new general agency offices.
With four new agencies in Metro Manila and three in the Mindanao region, Pru Life UK now operates over 170 general agencies and branches and continues to grow its network of more than 42,000 digitally empowered agents.

FEU hosts US students
Far Eastern University (FEU), through its International Relations Office (IRO), reinforced its dedication to international collaboration by hosting a three-week Study Abroad Program of De Anza College, USA. Its aim was to introduce the Philippines’ enriching cultural and educational experiences to students from outside the country, thus bridging global gaps and fostering international understanding.
FEU-IRO hosted 15 students and 2 faculty members from the US college to experience life in the Philippines through guided cultural tours, diverse lectures, and community engagement activities.
FEU’s extensive network of global partnerships, now including 43 universities, indicate its commitment to enhancing education and promoting global citizenship. The Study Abroad Program with De Anza College exemplified this commitment by offering international students valuable cultural experiences and academic enrichment.
During the first day, participants of the exchange program were given a guided tour of the FEU Manila campus, the country’s largest Art Deco complex and a recognized National Cultural Treasure by the National Commission for Culture and the Arts.
As part of their community engagement activities, the students visited the Gawad Kalinga headquarters, attended lectures on Philippine indigenous peoples, and met with Aeta communities in Pampanga. FEU planned these activities with the intention of deepening the US students’ understanding and appreciation of Philippine communities, to help enhance cross-cultural knowledge and skills essential in a globalized world.
