PhilHealth increases dialysis coverage to ₱1 million per year

0

In just three months this year, state health insurer PhilHealth has implemented two successive increases in its benefit package for hemodialysis from P4,000 in July to P6,350/session this October, making the total financial package to almost a million pesos per patient per year.

Through PhilHealth Circular No. 2024- 0023 which immediately took effect on October 7, members and their qualified dependents with chronic kidney disease stage 5 (CKD5) can now avail of the adjusted package for hemodialysis from any of the accredited dialysis facilities near them.

“This is clear proof that PhilHealth is not only listening to our members. We make good on our promise to take concrete steps to ensure that our benefit packages respond adequately to the needs of patients which is a core objective of the Universal Health Care Law”, said Emmanuel R. Ledesma, Jr., PhilHealth’s president and CEO.

The PhilHealth chief pointed out that despite the increase in PhilHealth reimbursement rate of P4,000 per session last July 1, they have received reports of patients still paying significant amounts for their dialysis sessions.

“Our aim is to ensure that patients will no longer have co-payment when availing of the minimum set of services for dialysis. Ito ay para lubos na maramdaman ng mga kababayan natin ang kanilang PhilHealth benefit”, explained Ledesma, duly recognizing the PhilHealth Board’s swift action on their proposal: “Sa pamumuno ni Health Sec. Ted Herbosa, mabilis naaprubahan ang pagtaas sa P6,350 per session na walang dagdag- bayad sa mga pasyente.”

The Chief also cited the cooperation of nephrologists and participating dialysis centers in making the no co-payment arrangement possible.

With the increase to P6,350 per session, a CKD5 patient is now entitled to a maximum of P990,600 in financial protection per year, from the previous P624,000/year at P4,000/session.

The said Circular also clearly specified the essential services required and should be provided to CKD5 patients. This includes anticoagulation medications, and drugs and medicines for the management of PhilHealth increasing dialysis coverage to ₱1 million per year anemia, various laboratory tests, supplies such as dialyzers, hemodialysis solutions, and a dialysis kit per session. It also includes administrative fees for the use of dialysis machines, facility fee, utilities, and staff time. All these services should be accessible at all times in all accredited public and private hemodialysis facilities.

Meanwhile, patients who will require additional and premium services beyond the minimum standard of care specified in the said Circular shall be subject to co-payment. A cap of P450 for professional fees is also set should patients require additional services such as telemedicine and/or immediate interventions to manage complications arising during the session. The state health insurer has made it a requirement for the dialysis facility to fully explain such co-payment, if any. This life-saving service has given new hope to dialysis patients like Roseanne Lappay of Tabacalera, Pateros who welcomed this recent development at PhilHealth.

Speaking on workplace diversity and inclusivity, Aboitiz Power Corporation (AboitizPower) highlighted the importance of being an equal opportunity employer that evaluates based on merit and performance as opposed to sexual orientation, gender identity, or any other status.

“We follow the principles of meritocracy wherein we put the right people in the role where they fit,” said AboitizPower SAVP for Talent Attraction Corinne Patron. “In talent management, equal opportunity for development, upskilling, and promotion is given to all regardless of gender.”

Patron made her remarks during the launch of the “Census on Women in Executive Leadership Teams in Philippine Publicly Listed Companies”, an initiative spearheaded by the Philippine Women’s Economic Network (PhilWEN) and the Philippine Business Coalition for WomenEmpowerment (PBCWE).

The census found that from 2020 to 2022 the number of women in executive leadership teams in Philippines’ publicly listed companies increased to 40%. In AboitizPower, women comprised 37% of executive leadership and 35% of the managerial pool.

“In talent attraction, we have initiatives that showcase how anyone, including women, can succeed and thrive in our industry,” Patron added, citing partnerships with the academe and AboitizPower-initiated information campaigns like POWERTalk and BABAEngineer.

POWERTalk is a platform that showcases employee experiences, including testimonies on diversity, equity, inclusion, and belonging (DEIB), while BABAEngineer (a portmanteau of the words “babae” or woman and “engineer”) is an integrated marketing campaign that showcases the company’s female engineers who help operate its power plants and power distribution facilities.

In the AboitizPower corporate workplace, Patron also commended how working mothers benefit from its flexible work arrangement policy, which enables a hybrid work environment for roles that allow such types of arrangement.

“At AboitizPower, we have embedded gender diversity into our culture by implementing strategies and policies that promote equality and inclusivity across the organization,” AboitizPower talent attraction manager Francis Cruz said, adding “In talent attraction, we highlight the success and potential of all our team members, including our LGBTQIA+ colleagues, through initiatives like POWERTalk.”

In 2019, AboitizPower launched its Diversity and Inclusion campaign, which aims to raise awareness, promote respect, and celebrate the individuality of minorities, all while practicing a culture of excellence and high performance. This paved the way for the development of a DEIB policy in 2023.

AboitizPower also started including domestic partners, whether common-law or same-sex, as beneficiaries in its HMO coverage for employees, supporting and valuing all forms of families and relationships.

The Philippines and Taiwan continue implementing cooperation initiatives as the latter marks the 9th year of its New Southbound Policy where the former is a key partner.

In his remarks at the National Day Reception of the Republic of China in Makati City on October 8, Taipei Economic and Cultural Office representative Wallace Minn-Gan Chow said the New South Bound Policy initiatives with the Philippines cover a wide range of sectors.

These are in trade and investment, agriculture, medicine and public health, science and technology, human resources incubation, tourism, overseas Filipino workers (OFWs), humanitarian assistance and disaster response, combating crimes and human trafficking, etc.

Chow expressed gratitude to, and commended the contribution of, the 155,000 plus OFWs in Taiwan and assured that his government “will take good care of them and continue to review our labor rules to further safeguard and promote migrant workers’ benefits and rights.”

Chow also acknowledged the OFWs’ tremendous contribution to Taiwan’s economic development due to their ability, diligence, and excellent skills aa most of them are working in high-tech industry.

Chow noted Taiwan occupies a strategic position on one of the world’s busiest shipping lanes, Taiwan Strait, which is of key interest to the Philippines.

“Taiwan’s advanced supply chains hold the key to the next generation of technological development. Taiwan’s security is closely related to and mutually dependent on global stability and prosperity. Anything that happens to Taiwan could send ripples through the entire globe,” he said.

Chow quoted President Marcos Jr.’s keynote address at the International Institute for Strategic Studies’ Shangri-La Dialogue in Singapore last May, where he said “`By virtue of geographic proximity and the presence of Filipinos in Taiwan, we have a legitimate interest in cross-strait issues. The Filipino people have a long history of fraternal bonds with the people on both sides of the Taiwan Strait. Peace and stability must prevail. Therefore, we continue to urge all parties to exercise restraint on the issue.’”

“The government of the Republic of China (Taiwan) welcomes joint efforts with the international community to ensure peace, defend democracy, freedom, the rule of law, and maintain a free and open Indo-Pacific and looks forward to closer cooperation with like-minded partner countries, including the Philippines,” Chow said.
