Agrarian reform programs completed by ’28

President Marcos Jr. yesterday reaffirmed his administration’s commitment to complete the agrarian reform programs it has set for the country, including the distribution of lands to farmer beneficiaries, by 2028.

The President yesterday led the distribution of 343 Certificates of Land Ownership Awards (CLOAs) to 287 Agrarian Reform beneficiaries (ARBs) in Nasugbu in Batangas covering 230 hectares of farm land, and 1,119 Certificates of Condonation and Release of Mortgage (COCROMs) to 1,000 ARBs from different cities and municipalities in Bulacan.

“We are trying to complete the agrarian reforms by 2028 to enable all beneficiaries to benefit from the agricultural lands,” Marcos said at the turnover ceremonies held at the DAR Gymnasium in Quezon City.

He also assured the farmers of the continued support from his administration.

DAR data showed that from July 2022 to July 2024, a total of 136,116 land titles have been awarded and distributed to 138,718 ARBs nationwide, covering 164,088 hectares of land.

The President said more than 100,000 land titles are also set to be distributed before the end of the year.  DAR aims to distribute 101,666 land titles in 2024.

He cited DAR records showing the government has distributed 136,116 land titles nationwide.

Marcos said the distribution of the CLOAs and COCROMs is part of the implementation of the New Agrarian Emancipation Act which aims to ease the burden of farmers who had been saddled with payment of amortizations, interest and surcharges for many years.

He said the 1,119 COCROMs distributed yesterday condoned more than P270 million worth of debt.
